Planning Board Meeting-August 19,2008
This meeting was called to order at 6 :00 p.m. with all members present. Steve Duncan, Finance Officer, was present, as well. There were no additions or corrections to the minutes. The minutes were approved. Ann made a motion to move items 6 & 7 ahead of the public hearings, Peter seconded and this was approved.
6. Bob and Amy Wald-see attached memo and plat. This request meets all of the requirements of a minor subdivision. Peter made a motion to approve, Ann seconded and the motion passed.

Crossing-please see attached notes from Monday meeting and memorandum regarding special exception-net lot area. The Village has assured them that the Village has no desire to fence the well house. The 100 ft. well protection area cannot have any buildings, cars, dog lots, etc. on it. Mr. Hills signed the deed and the deed release and turned these over to the Village. Mr. Hills stated that DEHNR wanted him to get it paved. The Village has said the Village have no problem with him paving. Peter made a motion that we accept this proposal and Ann seconded. Motion passed.
3. Public Hearings-Peter made a motion to move into public hearing, Ann seconded and the motion passed.
Bill Whitman explained to the Board that during the last several years that there were areas of the existing ordinances that did not cover some of the situations that were encountered. He explained that he had conferred with the Village Engineer and received suggestions on how to add wording to the existing ordinances that would protect the Village and provide for better control of development.
The Board went through intensive discussion of each item and requested audience participation.
Section 150.50 Land disturbance-see attached. Public comments-none. Board comments-Peter not comfortable with the word demolition. After much discussion and debate, the word demolition was removed.
Section 154.040-General-no final plat-public comments-Bob Wald, from the audience-felt the new wording was definitely an improvement. Section 154.042-Sketch plan and Preliminary Plan-see attached-
no public comment-much discussion on the bonding portion of the amendment and on the concept of now requiring a preliminary
plan to comprehend the scope of the project.
